Barn conversion ready for Christmas!

This week, we were invited to take time out from our Christmas holidays to go for a celebration drink with a client in their newly converted barn, in Great Harwood, Lancashire. We had a great time, admiring the fantastic new dwelling with the excited family.

Exactly a year earlier, we’d been stood with the client in the derelict barn discussing our brief and a programme for the conversion works.

As well as requiring an absolute top quality standard of conversion and achieving value for money, a main requirement was that the client and his family must be living in the converted barn by the next Christmas.

At the time, we had already obtained Planning Permission for residential conversion having being appointed following a referral in 2010. A few years earlier, a previous Planning Application had been refused by the local authority, so it wasn’t a straightforward matter. However, our team of Surveyors discussed the client’s requirements and prepared alternative proposals. Pre-application meetings were held with Planning Officers, and a ‘fresh’ Planning Application submitted, which was approved.

An outline programme was agreed with the client and he instructed us to proceed with detailed design and project management of the scheme with the specific requirement that the project must be completed by December 2011.

A detailed brief was discussed with the client and a full specification and detailed drawings were prepared and agreed and Building Regulation approval was obtained. We also explored suitable renewable energy sources for the barn, opting for a ground source heat pump to serve the under-floor heating and the hot water requirements of the home. Our role also included liaising with structural engineers, services engineers, utility providers and the local authority.

On behalf of the client, we selected a list of suitable contractors and sought competitive tender prices. Following the tendering process we met with the client and the contractor, to ensure that the client was fully satisfied before putting a contract in place with the contractor.

From thereon we project-managed the entire works to completion. The client was provided with regular progress reports and all payments to contractors were managed.

The project was delivered on time and was a definite success….. thanks to the experienced and committed team at Lea Hough Chartered Surveyors, working with a conscientious contractor who was familiar with barn conversion projects, and a decisive, enthusiastic client (and also a little bit of luck with the weather during the early stages of works!).

The quality of workmanship is of the highest standard and the final account is within budget.  The barn was entirely completed on time and handed-over in mid-December 2011, ensuring the client’s thrilled family were able to have a wonderful Christmas spent in their new barn conversion.

As we approach the end of the year, the team at Lea Hough & Co Chartered Surveyors reflect on a tough but successful 2011, and we look ahead to the challenges and issues that are likely to be faced by 2012’s property industry.

Reflection on 2011

Our teams of Chartered Surveyors are pleased to have remained busy throughout 2011 and we look ahead confidently to 2012. To some degree, we may be “bucking the trend” in what is clearly a difficult economic climate, with a depressed property market and a lack of available funding for property development and acquisition.

Nevertheless, in spite of these tough conditions, owners and occupiers of land and property still require excellent advice in relation to their property assets.

A review of our workload for the year confirms that the majority of our work has been via repeat clients and referrals from existing contacts. New business has been received from clients including PLC’s, commercial landlords, property developers, schools, and a number of private clients.

The year has also seen us strengthen our team with the key appointment of Daniel Hamer, Chartered Town Planner, who joins our team of Planning & Development Surveyors. This recruitment continues our steady growth and widens our skill-base to reflect the needs of our clients.

Also during 2011, Paul Dignan has been promoted to Partner and Michael Harrisonhas been promoted to Associate Partner, both of whom are Chartered Building Surveyors.

Outlook for 2012

2012 looks likely to be a year of continued uncertainty in relation to the wider economy and this will inevitably have an impact on the built sector. However, we believe there will still be many opportunities available in the market and clients will need thorough and up-to-date advice in order to make the most of these challenging times.

Going into 2012, we anticipate that key issues during the coming year will include:

  • Development – How will uncertain housing demand affect developments that are new to the market, in the planning stages or even those with extant consents? Landowners are likely to have to make themselves more attractive to developers who are constrained by external factors (such as funding restrictions), and there may be a need for landowners to recognise the difficulties being faced by potential purchasers, and be flexible in their approach as a result.
  • Planning – The continued progression of the Localism Bill and National Planning Policy Framework must be monitored closely, as the potential impact on the Planning process (and development potential of land) may well be far-reaching.
  • Property management – How available will government funding be for school projects, and for restoration / heritage projects toListedBuildingsetc.? Will Capital Allowance Tax Relief on commercial buildings be affected by HMRC rule changes during 2012? Time will tell, but clients may need to act quickly to take advantage.
  • Property markets & values – The changes to Stamp Duty are not expected to be of benefit to the housing market, but will the impact be significant? Will the expected increase in repossessions in 2012 significantly affect the housing market?
  • Dilapidations – The new Pre-action Protocol for Dilapidations will come into force in January 2012 and it is important that commercial Landlords and Tenants understand their obligations and how they approach a Dilapidations Claim.
  • Prospects for vacant property - Landlords of commercial property will inevitably continue to offer low rent incentives to attract Tenants, but more radical options such as Change of Use applications or even building demolition may offer an alternative to paying rates on vacant buildings. Such decisions can be difficult, but can often add value in the long-term, free up capital and present an opportunity to re-use the land for more lucrative purposes.

In respect of all such issues, excellent practical advice from Chartered Surveyors is paramount. Our Chartered Surveyors encounter such matters on a daily basis and we are therefore well-placed to offer quality advice to our clients.

We will always be available to help our clients with any of the above issues; and indeed all surveying and property related matters during 2012.

Town Planner appointed by Lea Hough Chartered Surveyors

Lea Hough Chartered Surveyors are pleased to announce the appointment of Daniel Hamer BA MCD MRTPI, who will be a valuable addition to our expanding team of Chartered Planning & Development Surveyors.

Daniel is a Chartered Town Planner, having qualified as a Member of the Royal Town Planning Institute in 2008. In addition Daniel is studying for an MSC in Commercial Property Development (part time) and will be working towards qualification with the RICS as a Chartered Planning & Development Surveyor.

Daniel has a breadth of experience as a Chartered Town Planner, having worked for several years in a private practice and in the public sector.

Daniel will specialise in Planning matters, particularly residential and commercial development schemes. His background includes planning feasibility appraisals, the development and submission of planning applications, community engagement events, the preparation of development briefs and the promotion of sites through the Local Development Framework.
